When a Soviet submarine becomes stuck on a sandbar off the shore of a New England island, its captain directs Lieutenant Rozanov, his second-in-command, to get them moving again before an international incident occurs. Rozanov solicits aid from island residents, including the police chief and a vacationing television writer, while allaying their worries of a Communist invasion by pretending he and his men are Norwegian sailors.
