The show is set in a dystopian future where Britain is under the hold of their Home Office's Department of Public Control (PCD), a tyrannically oppressive bureaucracy riding rough shod over the population's civil liberties. Edward Woodward plays a writer on the last independent newspaper, Jim Kyle known as the Star, that turns renegade and begins to fight with the PCD. This PCD's officials try to provide proof of Kyle activities.
